Anna’s research focuses on international law and security issues, the law of international organisations, and international law and disarmament. She also has a keen interest in international legal history as well as the intersection between public international law and domestic public law matters.

Anna’s PhD was entitled The Security Council’s Legislative Phase and the Rise of Emergency International Law-Making. It analysed the development of the UN Security Council’s legislative practice and argued that it could be understood as a form of emergency international law-making that is analogous to forms of executive emergency law-making that are found in domestic jurisdictions in times of crisis. Understanding the Council’s legislative activity in this way enabled Anna to apply emergency law theories to the phenomenon to deepen our understanding of it.

Anna is currently exploring how the Security Council understands the concept a ‘threat to the peace’ in Article 39 of the UN Charter and what role law has in the construction of threats to the peace in the Council’s practice. She is also researching how the role the Security Council assumes in international affairs has changed over the last 70 years and is in the early stages of a project that examines pacifist traditions in international law.

In addition to her academic work, Anna is a co-director of Lex Specialis, an international law consulting organisation that provides pro bono international law advice and training to states, non-government organisations and other actors working on international issues.

Anna has a BA/LLB from the University of Melbourne, an LLM (International Legal Studies) from NYU and a PhD from the University of Melbourne.
